Jolley, the President, Chief Executive Officer, and major lot owner in the subdivision. He is responsible for the development of the project, financing, marketing, and sales department, assisted by Dorothy Jolley as Public Relations Officer, Web-master, and Real Estate Agent. Both are involved in the general office administration. This office is the liaison between public entities, i.e. Washington County, Hurricane City, Ashcreek Sewer District, Washington County Water Conservancy District, Dixie Escalante/REA, Creamer and Noble Engineering and various legal and financing companies. Dixie Springs is a 1400 lot residential subdivision that is divided into seven plats—plats A, B, C, D, E, F and G. The lots are approximately ¼ acre (10,000 square feet or more) in size. The subdivision was developed in two phases. Phase one is comprised of plats A, B, and G and is now complete and prepared for the construction of homes. About seventy beautiful homes have already been built in the price range of $400,000 to $200,000. Phase two is comprised of plats C, D, E and F and is in the final stage of development and should be complete within the next few months. The Dixie Springs subdivision was first recorded in 1967 with a few hiccups. The amended plat for the first phase was approved by Washington County in 1997, because of the enormous efforts of Clarence Jolley. A Special Improvement District was organized by Washington County to provide all the services needed such as water, power, sewer, storm drainage, streets, curb and gutters, etc. for the subdivision in 1998. A bond issue was organized to handle the financing of all of the improvements. This large property is owned by approximately 200 lot owners. Some of the lot owners plan to have their own homes built on their lots and some have already built homes in phase one. Others purchased lots for investment purposes while many will want to build first or second homes to escape the cold northern winters. Amid rural settings Dixie Spring’s residents can enjoy many cultural activities, entertainment and night life such as the giant-screen Cinemax, a 1,000-seat outdoor amphitheater, bands featuring live blues, rock, country and western, jazz or folk music in the Springdale area outside of Zion National Park. In Ivins we have the wonderful Tuacahn outdoor theatre, and to top them all is the Shakespearean Festival in Cedar City.
